On basis of a restricted competition, the project of the architects suerbruch hutton (Berlin) was priced with the first price. The project was selected also for the research project Energy Optimized Construction (EnOB) of the Federal Ministry for Economy and Technology.

The building complex is organised into a low building (with two wings and a common basis storey) and a high-rise. The different volumes shows a different utilizations:

  • Store zone and area city model
  • administration area, for public
  • administration area, internal.

The form of the wavy low building is continued also in the interior of the building. Each prisma contain a lift-staircase-core. The unusual building’s form increase the complexity concerning both the modeling of the construction such as the quantity calculation.
